HTML rendering

In this file, we define a HtmlEval instance so that elections can be rendered as a table using the #html command from ProofWidgets.

def Apportionmentlib.Election.toHtml {n : ℕ} (e : Election n) : ProofWidgets.Html

Renders an election as a table of the votes and quotas of all parties.
